An island community with real history

Bethune Beach sits on a barrier island with the Atlantic Ocean on one side and the Indian River and Mosquito Lagoon on the other, reachable only by County Road A1A from the north, with the Canaveral National Seashore forming its southern boundary. It carries real civil rights history: in the early twentieth century it was the only beach African Americans were permitted to use in Volusia County, and it is named for Mary McLeod Bethune, the educator who founded Bethune-Cookman College and helped organize a wade-in there in support of desegregation. Today it is a quiet, single-family zoned community, and it has its own no-drive beach policy. In 2007, residents voted decisively against annexation by New Smyrna Beach, choosing to stay unincorporated.

The beach, and the rules

Bethune Beach’s no-drive policy means the vehicle-on-sand question that comes up elsewhere on this coast does not apply here at all; the beach itself is closed to driving. For streets, we could not find a designation for standard golf carts under F.S. 316.212 anywhere in this part of Southeast Volusia, so a sub-20-mph cart here, as elsewhere, is a private-property vehicle unless a low-speed vehicle under F.S. 316.2122 fits the road it is on. Salt from both sides

Every other community we cover in Southeast Volusia faces salt air from one body of water. Bethune Beach faces it from two: the Atlantic on the ocean side, and the Indian River and Mosquito Lagoon on the other, both part of the same Indian River Lagoon system. That doubled exposure corrodes battery posts, cable lugs, and charge-port pins faster than anywhere else on our route, and it is the reason a cart that “will not charge” or “clicks but will not move” here is more often a corrosion problem than a battery or solenoid problem. Storm exposure

Being on the barrier island puts Bethune Beach in the direct path of what this coast has taken in recent years. Hurricane Ian’s remnants dropped 31.52 inches of rain at nearby Ponce Inlet in September 2022, and Hurricane Nicole’s surge and erosion six weeks later put nearly 50 Volusia County coastal structures into collapse or the danger of it, with widely published photos of dune and structure damage taken just south of New Smyrna Beach. A barrier-island cart that has taken storm surge into the battery compartment should not be charged or driven until the pack, cables, solenoid, and controller have all been checked.
