What the law requires, by vehicle

Low-speed vehicle, F.S. 316.2122(1)(b): headlamps, stop lamps, turn signal lamps, taillamps, reflex reflectors, parking brakes, rearview mirrors, windshields, seat belts, and a vehicle identification number, plus title, registration, insurance, and a licensed driver.

Where the equipment matters around here
No designated street that we could find. We looked for a City of New Smyrna Beach or City of Edgewater ordinance under F.S. 316.212(1) designating a public street for golf carts, the way some Florida beach towns have, and did not find one. That does not make the equipment optional; it means most cart miles here are driven on private property, where the same brakes, mirror, and reflectors are still the difference between a cart that stops and one that does not.
Venetian Bay and other private communities. Where the association sets its own rules for carts on private roads, lighting is usually one of the first things asked for on a cart that goes out after dark, even where the county’s public-street rule does not apply. Check your own association’s documents; we install to whatever standard they set.
The beach. Volusia County’s beach driving program runs on the ParkVolusia pass system, which the county says verifies registration by license plate. A standard golf cart has no plate under Florida law, so it is not part of that system, and lighting equipment on a golf cart does not change that; the beach is driven in licensed vehicles, not carts.
LSVs. ICON, Evolution, and other carts sold as 25 mph vehicles are LSVs from the factory. On those, the 316.2122 list is required equipment on a registered motor vehicle, and a burned-out brake lamp is a defect on a titled vehicle, not a cosmetic problem.

The things no repair shop can do
Title or register. A golf cart is not a titled vehicle. An LSV is, and it gets that way at the factory with a VIN and a certificate of origin. We cannot issue either.
Make a fast cart legal. A controller or motor change that pushes a golf cart past 20 mph takes it outside the F.S. 320.01(22) definition without making it an LSV. On a public road that is the worst of both categories. Before any speed work, know what the cart actually does on a GPS and what road it is going on.
Designate a street. Whether a public road is open to carts is the county’s or city’s decision under 316.212(1). If your street in New Smyrna Beach or Edgewater is not designated, lights and a mirror do not change that.
Speak for your association. Community permits, stickers, and insurance requirements are between you and the association.
